The mayor and two councilmembers, who shall be designated councilmember position one
and councilmember position two, shall be determined by lot at the first meeting of
the city council, following the next annual election, which shall be held on the first
Saturday in April, 1976. The mayor and councilmember position one and councilmember
position two shall hold office for a term of two years. The remaining councilmembers,
to be designated councilmember position three, councilmember position four and councilmember
position five, shall hold office for an initial period of one year. Thereafter, all
members of the city council shall hold office for terms of two years each and until
their successors have qualified.
